The Central Board of Direct Taxes (CBDT) has initiated the process for ad-hoc promotions to the grade of Joint Commissioner of Income Tax (JCIT) for the vacancy year 2026. As per the communication dated 21 November 2025 [F. No. A-32012/2/2025-Ad.VI], the Principal DGIT (HRD), New Delhi, has been requested to submit key documents and reports in respect of the officers under consideration.
The Board has circulated a tentative eligibility list of 295 officers who fall within the zone of consideration for promotion to the JCIT grade. The move marks the first step toward finalizing ad-hoc promotions for the upcoming vacancy year ensuring continuity and timely filling of crucial posts across the Income Tax Department.
Documents and Details Requested by CBDT
To facilitate the process, CBDT has asked the HRD Directorate to provide the following information for the eligible officers:
- ACR/APAR dossiers of the concerned officers.
- Availability and grading sheet for the last five years up to 2023-24.
- Certificates as per DoPT O.M. dated 14.05.2009 & 13.04.2010.
- List of officers with below-benchmark grading, if any.
- Integrity status of each officer.
- Details of officers who have expired, along with death certificates.
- Copies of representations, notesheets and orders, if any, related to reckonable APAR gradings.
Significance of the Circular
This step ensures that the Department adheres to prescribed DoPT guidelines and maintains transparency in the ad-hoc promotion process. The JCIT grade plays a vital role in supervision, assessment, and policy implementation across field formations, and filling these posts timely helps maintain administrative efficiency within the Income Tax Department.
As referred to in the earlier post [Promotion to ACIT on Adhoc Basis for Vacancy Year 2025], CBDT has been consistently working toward timely cadre management and transparent appointment procedures.
By seeking complete ACR/APAR records and integrity certificates, CBDT aims to ensure that promotions are made purely on merit and eligibility. The call for representations and records also gives officers an opportunity to address any discrepancies in their performance reports before final consideration.
Once HRD furnishes the required dossiers and integrity reports, CBDT will finalize the Departmental Promotion Committee (DPC) proceedings for the vacancy year 2026. The list will then move toward approval by the competent authority before formal promotion orders are issued. This development is a key administrative milestone for IRS officers aspiring to move into the JCIT grade and it reflects CBDT’s ongoing efforts to streamline cadre management and ensure timely promotions in line with annual vacancy cycles.
