The Directorate of Income Tax (HRD) has issued a new Office Memorandum clarifying the fixation of seniority and pay in respect of delayed appointment of candidates of Income Tax Department. The OM is beneficial for those employees who were appointed in the Income Tax Department delayed due to the delayed results by Staff Selection Commission. This OM is a great relief for employees who have grievance as they have not got the benefit of seniority of actual Recruitment Year despite the fact that their vacancies were reported to SSC in earlier years but due to delayed publication of results they got the appointment and seniority of later years.
Key Provisions of the Memorandum
Vide the said OM, the competent authorities approved the following provisions of affected officials and candidates;
Notional Seniority:– As provided in the OM, Candidates will be benefited for notional seniority at the same level as the other candidates of same year were joined the department in time. The seniority of delayed joined candidate will be according the original merit published by Staff Selection Commission.
Notional Pay Fixation and Promotion:– Now, the delayed joined candidates are also entitled for not only notional pay fixation but also promotion under the existing Recruitment Rules.
Pay Arrears: Although, benefit of seniority, fax fixation and promotion have been granted by the competent authority vide the said OM, the candidates will be entitled for any arrears of pay or allowances consequent to notional seniority and pay fixation.
